MANILA, July 17 — The Bureau of Customs (BOC) allows all importers or person empowered to act as agent or Attorney-in-Fact desiring to lodge and process goods declaration at the Bureau, to file an application for accreditation and obtain a Certificate of Accreditation as declarant from the agency.
In issuing Customs Memorandum Order (CMO) No. 34-2019, the declarant shall be responsible for the accuracy of the goods declaration and for the payment of duties, taxes and other charges of the imported goods and shall be made liable for any violation of the Customs Modernization and Tariff Act (CMTA) and other related laws.
This is in line with Sections 106 and 107 of the CMTA, covering the accreditation and registration of persons who are not Customs Brokers but are entitled under the CMTA to act as declarant and sign the goods declaration for consumption, warehousing or transit.
All persons desiring to be accredited as a Declarant are required to apply for registration under the Client Profile Registration System (CPRS). The registration comes with a validity of one (1) year from the date of issuance unless otherwise suspended or revoked.
The issuance of the CMO is part of the Bureau’s commitment to fully implement the CMTA in compliance with the mandatory standards of the Revised Kyoto Convention and to realize its goal of transforming the BOC into a modern and efficient customs administration that is at par with international standards.
